Bad Cops in TX and CA: In Less than 2 Weeks, 2 Cops Arrested for Having Sex with Minors

In a span of two weeks, two police officers were accused of having sexual relations with a minor. One has been arrested, the other was shot by a fellow cop during the arrest.

The first arrest happened in Kileen, Tx. on Jan. 18. Kirt Yarbrough Sr., 53, a member of the Kileen police department,  was arrested for sexual assault of a 16-year-old girl who was a member of the police department’s Explorer program, a program managed by Boy Scouts of America that places kids with police officers so they can learn about careers in the criminal justice field.

Yarbrough (pictured) had been under investigation for the alleged assault since Jan. 4, according to the Copperas Cove Leader Press.

In November of last year, the Houston Press published a history of the Explorer program’s sexual abuse problems. Since the 70’s, when the program was first introduced, there have been dozens of incidents of sexual abuse between police officers and the minors whom they were supposed to be mentoring. Girls, as well as boys, were preyed on by officers in the program – and in the story, the Houston Press indicates that very few of the offending officers were fired. There was no mention if any of the officers, including repeat offenders, were forced to serve prison time.

In a dramatic incident in Los Angeles early this morning, a Santa Maria, Ca. cop who was finishing up his shift was about to be arrested by his fellow officers for an “inappropriate relationship” with a 17-year-old girl when he allegedly resisted his arrest by pulling out his gun and firing. One of the arresting officers shot fatally shot him.

According to the Los Angeles Times, Santa Maria police said that the cop under arrest posed such a threat that to the witnesses involved that he was to be arrested before finishing his shift. The department also described the cop’s allegations as “explicit” and deserving of several felony counts:

“Information unfolded during the time that the officer was on duty and unfolded very rapidly. It was very explicit, very specific, that indicated that the officer was involved in not only an inappropriate sexual relationship, but a very explicit one and it demanded immediate action,” Police Chief Danny R. Macagni said.

By 1 a.m. Saturday, detectives had enough information to arrest the suspect, who would have been booked on multiple felony counts.

Two police supervisors were dispatched to the checkpoint to arrest the officer. A fight ensued, with the suspect officer being fatally wounded by a third police officer, who had been working the DUI checkpoint with the suspect.

“We had no choice. And I am not at liberty to divulge the specifics of the ongoing information that caused us to take the action that we did,” Macagni said. “But let me stress the fact that we had information in hand that was very specific, that demanded we go out and take this officer off the street immediately. There is some witness intimidation involved and the allegations of sexual misconduct are very explicit.”
